The application is for Flore House, a listed Jacobean hunting lodge in Flore, for live music, music recordings and the delivery of alcohol at different times and days during the week.

The Daventry Area Licensing Subcommittee for West Northamptonshire will hear the application tomorrow (June 15).

The municipality of Flore appeals because of possible environmental damage to neighbors and the village in the broader sense, as well as noise and disturbances.

The WN Council license statement states: “The applicant is applying for a new business license for live music, music recording and the delivery of alcohol.

“The house is the place of residence of the applicant who wants to build a wedding location.

“The rooms are currently rented as Air BnB for paying guests, but they don’t currently offer alcohol.

“These suggested licensed activities take place between 10am and midnight some days in the summer, earlier in the week for shorter times, and mostly for events later in the week.

“When the words“ open to the public ”are mentioned in the licensed activities, it is actually referring to when the activities are available to real guests and residents who have pre-booked, not the general public.

‘I’m sure the hours of operation and licensed activities may seem extensive, but all those activities should be limited to occasions where the company only books for weddings and parties, etc.

“It is unlikely to be a regular daily or even weekly, as it might appear from reading the application in isolation.”

A report to the committee states that the applicant proposed some conditions in the operations plan, including: The personal license holder and the designated operations manager will always be on the premises – she lives in the operations building.

The responsible caretaker ensures that there is always enough staff available to hold events on the premises. They also ensure that employees are trained on a regular basis.

Additional staff will be present at events such as weddings; it is a contractual requirement that wedding planning coordinators are present at all times.

Adequate staff will be present during an event to ensure that there is no excessive noise or disturbance.

There will be limited hours when entertainment will be allowed and, if possible, there will be noise restrictions on the equipment.

There are regular noise controls inside and outside the site. If possible, speakers will be turned away from residential areas and the entertainment staff will be made aware of the noise restrictions. People are asked to leave the accommodation quietly.

The report states that there were 11 representations. The concerns of the council and local residents relate to “many different aspects of the application”.

These include the “potential for increased traffic on the winding roads near the school and church; potential increase in the number of parking spaces for motorists on verges and sidewalks; Use of the single lane by many different people, which can be dangerous; Potential for increased noise from many different sources and late into the evening. ‘
