An application was filed to allow licensable activities such as plays and live music, as well as retail alcohol sales, on five acres of event space in Finedon.

The application is for an operating license at Tower Fields, a former cricket ground on Irthlingborough Road.

A North Northamptonshire Council Licensing Subcommittee meeting (Wellingborough) will consider the application on Friday April 30th.

A report to the committee said the space can be rented as event space for wide-ranging events such as weddings, family celebrations, car shows, and drive-in movies.

It states: “The website will be set up in a manner that will depend on the style and nature of the event and will include the use of tents and other similar temporary structures.

“The application does not limit the number of events to be held per year.

“The application is designed to enable the delivery of plays, films or boxing / wrestling entertainment between Monday and Sunday between 10:00 am and midnight.

“Providing live music, recorded music, dance performances, late night refreshments, and retail alcohol sales between 10:00 AM and midnight Sunday through Thursday, and 10:00 AM and 1:30 AM on Saturday and Sunday.

“The applicant has requested the permissible opening times from Sunday to Thursday between 10:00 am and 00:30 am and on Saturdays and Sundays between 10:00 am and 02:00 am.

“Following consultation, statements were received from two interested parties and two competent authorities – the environmental team and the licensing team.

“The representations reject the granting of the license on the grounds that the licensing objectives set out in Section 4 (2) of the law will probably not be achieved.

“The relevant licensing objectives are: (a) preventing crime and disorder, (b) public safety, (c) preventing public nuisance.

“There were no declarations from the responsible authorities, the police, the fire and rescue services, the child and adult services, planning or child protection.”

The report goes on to say: “The head of the environmental protection team has detailed concerns about the potential of the wide-ranging events planned on site to nuisance neighboring properties with noise, light or antisocial behavior.

“This is due to the proximity to residential properties and the lack of barriers to prevent the transmission of noise or light.

“It also states that the suggested hours could cause sleep deprivation.

“It is highlighted that if the application is approved as submitted, events can occur regularly, so the site can be used seven days a week.

“The official has therefore stated that the grant of the license cannot be supported. However, potential conditions have been listed to assist the committee if it intends to conditionally approve the application.

“Environmental protection team officials have teamed up with the agent to discuss their concerns.

“As a result of this exchange, the applicant offered to add additional terms to the license.

“However, the environmental team leader is not convinced that adding these additional conditions will be enough to address concerns that have been identified about the potential of the licensed events to harass local residents.”

Representing an interested party: “We would have no objection if the license were granted for the following: Sunday through Thursday from 10 am to 10 pm, Friday and Saturday from 10 am to 11 pm.

“Events outside of these hours will have a significant impact on our rest time, especially in the summer months when the windows are left open for ventilation and cooling.”

It goes on to say, “In the past, litter has increased when events occurred on tower fields in the surrounding areas, including our grass verge.”

The other Finedon City Council representative said: “Our concerns would be to have open air music until 1.30am and disturb the surrounding neighborhood.”
